St. Clair County Economic Developer, Teresa Heckenlively

This role, jointly funded by a strategic partnership between St. Clair County and the cities of Osceola and Appleton City, and administered by Kaysinger, is a dynamic and pivotal role aimed at fostering sustainable economic growth through business retention, expansion, and the empowerment of small businesses. This position serves as a bridge between local governments and businesses, facilitating access to resources and services that may otherwise remain out of reach for emerging and small enterprises.

At its core, the role focuses on nurturing existing businesses, ensuring they are not only retained but also equipped with the tools and guidance necessary to grow and thrive within the region. Through targeted outreach, personalized support, and strategic planning, our Economic Developer works directly with business owners to understand their challenges and opportunities, offering tailored solutions to foster expansion, improve competitiveness, and create a more resilient local economy.

In addition to business retention, the position emphasizes supporting small businesses—many of which may not be fully aware of the various resources available to them. Whether it’s financial assistance, workforce development programs, networking opportunities, or regulatory guidance, the Economic Developer will act as a trusted advisor and resource navigator, ensuring that these businesses can access the assistance they need, at the right time, to accelerate their growth.

Collaborating closely with county and city officials, the Economic Developer advocates for policies and initiatives that address the needs of the local business community, ensuring that both urban and rural enterprises are supported in ways that reflect their unique challenges. This role is integral to creating a business-friendly ecosystem that fosters innovation, attracts new investment, and strengthens the economic foundation of the region.

Teresa and her family came to visit St. Clair County while on vacation in 2009. They fell in love with its peaceful beauty and moved here in 2011. Teresa and her husband started a business that not only provided for their family but also a service to the community. Teresa strives to do the same for other business owners. While living in St. Clair County, her family has enjoyed learning about its rich history and taking advantage of the many outdoor activities. They spend time hunting and fishing, hiking, pontoon rides on Truman Lake, and most recently took up kayaking.
