The Brownfields Program

 The Environmental Protection Agency’s (EPA’s) Brownfields Program was designed to empower states, communities, and other stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and sustainably reuse brownfields. EPA’s Brownfields Program provides financial and technical assistance for brownfields activities through an approach based on four main goals:
Protecting the environment. Addressing Brownfields ensures the health and well-being of America’s people and environment.
Promoting partnerships. Enhancing collaboration and communication is essential to facilitate Brownfields’ cleanup and reuse.
Strengthening the marketplace. Providing financial and technical assistance to bolster the private market.
Sustaining reuse. Redeveloping Brownfields to enhance a community’s long-term quality of life.
The Brownfields Program was funded through an EPA Brownfields Assessment grant, which ended September 30, 2016. Assessment grants provided funding for the recipient to inventory, characterize, assess, and conduct planning and community involvement related to the brownfields sites. The purpose was to provide landowners the opportunity to have their commercial properties assessed for contamination at no cost to the property owner. This program is aimed to help spur development on properties that may have been vacant for many years, or are questionable as to if contamination exists.  By having a Phase 1 and Phase 2 environmental assessment completed prior to purchasing, future, and potential landowners are held harmless for any previous contamination if found. Kaysinger continues to pursue additional funding for this program, and partners with other state and federal agencies providing similar programs.
