  • Cedar County Hazard Mitigation Plan Kick-off Meeting

    As required by the State, we are beginning the planning process for Cedar County’s Hazard Mitigation Plan (HMP).  Every five years, the State requires each County to update their plan to mitigate natural hazards, such as flooding, tornadoes, wind, ice, etc.  By including actions into this plan, such as storm shelters, safe rooms, or even culverts, funding through FEMA and SEMA becomes available to cities, counties, not-for-profits, and school districts to address these actions.  However, any non-participating jurisdiction becomes ineligible to apply for FEMA funding.  A good example is a school district that declines to participate, but later wishes to expand by building a safe room, but is ineligible for funding that could have covered the majority of the cost of their desired expansion.  However, a participating jurisdiction recently built a new gym that also serves as a safe room, and approximately 75% of the cost was covered by FEMA.

    The Kickoff Meeting is scheduled for Wednesday, August 23rd at 10:00 a.m. at the Cedar County Health Department, 807 Owen Mill Rd., Stockton, MO.  The planning process is as follows:

    • Kickoff Meeting (invite only jurisdictions: cities, counties, school districts)
      • Determine planning area and resources
      • Build the planning team
      • Create an outreach strategy
      • Review community capabilities
    • Meeting #1 (invite potential stakeholders: businesses, organizations, agencies, utilities, etc.)
      • Identify hazards & assess risks
      • Conduct a risk assessment (survey communities)
    • Meeting #2
      • Risk assessment draft for committee review
    • Meeting #3
      • Develop a mitigation strategy
      • Draft for committee review
      • Draft for public review

    Again, participation is crucial for each jurisdiction to be eligible for funding for pre- or post-hazard actions.  Please respond at your earliest convenience with your availability for the meeting August 23rd.  If you have any questions or concerns, please do not hesitate to contact me.
